1. To encourage enrollment of international students, strengthen relations with sister schools, and enhance internationalization, National Taitung University (NTTU) hereby establishes Guidelines for National Taitung University (NTTU) International Student Scholarship Programs.

2. The Program’s funds come from NTTU’s endowment fund and Ministry of Education’s subsidy. The actual number of the recipients may be adjusted according to the financial situation of NTTU.

3. The international students as set forth in the Guidelines refer to those who comply with any of the following conditions:

(1) Students who are in compliance with “Regulations Regarding International Students Undertaking Studies in Taiwan” promulgated by the Ministry of Education and are admitted by NTTU as an enrolled overseas student (overseas Chinese students from Hong Kong and Macao, Mainland Chinese students, full-time workers and students who currently hold the nationality of the Republic of China are excluded therefrom). Students who meet the conditions may, during the course of their studies in Taiwan, apply for NTTU’s “International Student Living Allowance Scholarship”, “Scholarships for Newly-Admitted International Students”, “Outstanding Performance Scholarship for International Students” and “Volunteer Scholarship”.

(2) Students who hold foreign nationality (overseas Chinese students from Hong Kong and Macao, Mainland Chinese students, full-time workers and students who currently hold the nationality of the Republic of China are excluded therefrom) and are admitted by NTTU as an exchange student from any of our sister schools. Students who meet the conditions may, during the course of their studies in Taiwan, apply for “Volunteer Scholarship” and “Exchange Student Scholarship”.

4. Types of Scholarships:

(1) International Student Living Allowance Scholarship: NT$ 5,000 per month during the course of their studies.

(2) Scholarships for Newly-Admitted International Students: Students with Chinese language proficiency higher than or equivalent to TOCFL B1 will be granted with full tuition and miscellaneous fee waivers for the academic year of the admission.

(3) Outstanding Performance Scholarship for International Students:

A. Students who have achieved a grade point average in the top 20 percent of their college class in the previous academic year: Will be granted with full tuition and miscellaneous fee waivers for the next academic year.

B. Students who have achieved a grade point average in the top 50 percent of their college class in the previous academic year: Will be granted with half tuition and miscellaneous fee waivers for the next academic year.

(4) Volunteer Scholarship: The scholarship will be approved and issued according to the student’s monthly language service/volunteer hours, which is limited to maximum 20 hours per person each month and NTD250 per hour.

(5) Exchange Student Scholarship: Shall be conducted based on the principle of equality and reciprocity as agreed by both schools.

5. Application method and approval procedure:

(1) Students who enroll for the fall semester must submit an application by September 30 each year, whereas students who enroll for the spring semester must apply by March 31 each year. The aforesaid application shall be submitted to Center of International Affairs, the Office of Research and Development. The applications will be reviewed and approved by International Student Scholarships Review Committee. No application is required for Living Allowance Scholarship during the course of their studies; and no application is required for Scholarships for Newly-Admitted International Students, as a certificate of Chinese language proficiency higher than or equivalent to TOCFL B1 must be submitted.

(2) NTTU’s International Student Scholarships Review Committee consists of representatives from the Office of Academic Affairs, Office of Student Affairs, Office of Research and Development, and our colleges. The convener of the Committee is the Dean of Research and Development, who is responsible for reviewing scholarship applications and other related matters.

6. Scholarship programs are issued on an annual basis. Undergraduate students may receive scholarships for up to 4 years; Master’s students may receive scholarships for up to 2 years; and PhD students may receive scholarships for up to 4 years.

The scholarships may be terminated in any of the following circumstances:

(1) The recipient is suspended from study, expelled from school, transferred to other schools, or graduated from NTTU.

(2) The recipient is banned from an examination or receives disciplinary action from a minor demerit or above during the scholarship awarding period. Starting from the next month after the disciplinary action is confirmed, the recipient’s qualifications for scholarship grants will be cancelled.

(3) Where the recipient’s qualifications for scholarship grants contain any false or untrue information, the International Student Scholarships Review Committee will review and cancel the qualifications thereof and the recipient shall return the scholarship already received.

7. NTTU can set a “Special Account for International Student Scholarships” to receive donation from outside.

8. These guidelines will come into effect upon approval of the Administrative Council and President of NTTU. The same shall apply for amendments.

一、國立臺東大學(以下簡稱本校)為招收外國籍學生至本校就讀，促進本校姊妹校交流及提昇本校國際化程度，特訂定「國立臺東大學外國學生獎助學金施行要點」(以下簡稱本要點)。

二、外國學生獎助學金(以下簡稱本獎助學金)經費來源由本校校務基金自籌收入及教育部補助款項下支應；獎助學金名額得依實際經費預算狀況彈性調整。

三、本要點所稱之外國學生，係指符合以下條件之一者：

(一)符合教育部「外國學生來臺就學辦法」，並經由本校外國學生申請入學管道入學，且具有本校正式學籍之學生（不含港澳僑生、陸生、全職工作者及同時持有中華民國國籍之學生）。符合此項條件之學生，於本地就學期間始得申請本校「外國學生生活助學金」、「外國學生新生獎助學金」、「外國學生成績優良獎助學金」及「服務型獎助學金」。

(二)具外國身分（不含港澳僑生、陸生、全職工作者及同時持有中華民國國籍之學生），且具有本校正式學籍之姊妹校交換學生。符合此項條件之學生，於本地就學期間始得申請本校「服務型獎助學金」與「交換生獎助學金」。

四、獎助學金種類：

(一) 外國學生生活助學金：在學期間每月五千元。

(二) 外國學生新生獎助學金：具華語文能力測驗 (TOCFL)B1進階級(或以上)或同等之語言能力，入學當學年免全額學雜費。

(三) 外國學生成績優良獎助學金：

1.前一學年學業成績平均達班上前百分之二十者：次學年免全額學雜費。

2.前一學年學業成績平均達班上前百分之五十者：次學年免二分之一學雜費。

(四) 服務型獎助學金：依學生每月語言服務學習時數核發獎助學金，每人每月最高上限為二十小時，每小時鐘點費二百五十元。

(五) 交換生獎助學金：依兩校協議之平等互惠原則辦理。

五、 申請及審核方式：

(一) 秋季班入學之在校生於每年九月底前提出申請；春季班入學之在校生於每年三月底前提出申請。前項申請於期限內向本校研究發展處國際事務中心提出申請，送「外國學生獎助學金審核委員會」審核。生活助學金在學期間不需申請。

(二) 本校設「外國學生獎助學金審核委員會」，由教務處、學生事務處、研究發展處、與各學院推派代表組成之，研發長為召集人，負責本獎助學金申請案與相關事務之審核。

六、 本獎助學金每次核定一年。大學部學生核發上限四年；碩士生核發上限二年；博士生核發上限四年。

支領本獎助學金期間遇有下列情形之一者，停止本獎助學金發給:

(一) 休學、退學、轉學、畢業者。

(二) 受獎期間學科遭扣考或受學校小過以上之處分者，自處分確定後之次月起，註銷其該學年受獎資格。

(三) 申請本獎助學金之資格有偽造或不實之情事，應由「外國學生獎助學金審核委員會」審核撤銷其獲獎資格，已領取之獎助學金應予繳回。

七、 本校得設置「外國學生獎助學金專戶」接受校外捐贈。

八、 本要點經行政會議通過，校長核定後發布實施，修正時亦同。
